What causes my dehumidifier to freeze up?

It is located in a cool basement and the dehumidifier often freezes up solid. If I defrost it with a hair dryer, whiched works marginally, it will only work for a short period of time. I have also tryed deicer but it doesn't seem to help much. Is there something wrong mechanically which I might be able to fix?
