How does my cousin who lives in East Germany get to America to visit me? Can he not leave?

I was thinking about going to move there, but I dont know German and I dont want to live in an oppressive communist government. I dont know the legality of him moving here in America...because I know he can get shot trying to cross the Berlin Wall...HELP!!!!!!
