If I were a Canadian, I'd be seeking out like minded folks and putting together a citizen's watch. If the police will work with such a group--they can be called by group members when things like this were in progress. If not, then simply by maintaining a presence around these areas should make it less likely. And then if not carry digital cameras and take pictures of the clients' faces and post them up around town.
